About the Medicaid Reimbursement Program
The Medicaid Reimbursement Program is a public/private partnership
with the goal of acquiring new funds for school districts. The
program provides a streamlined process to gain Medicaid reimbursements
for the cost of providing health-related services to special
education students as part of their Individualized Education
Program (IEP) or Individualized Family Service Plan (IFSP). The
program resulted from changes in federal law and the response
by the Washington State Legislature to those changes.
The Washington State Legislature responded to PL 100-360 (the
Medicare Catastrophic Coverage Act)
and
the increasing need for special education services by developing
and
passing Substitute
Senate Bill 5727 and House Bill 2743. These state bills mandated
that school districts access the Medicaid funding available from
the federal government. The bills also designated the Office of
the Superintendent of Public Instruction (OSPI) as the administrative
agency responsible for implementing the legislation and establishing
a statewide system of billing Medicaid and private insurance
for eligible health-related services provided through
special education programs.
OSPI’s main objective in the implementation process was to
minimize the workload at the local level and, at the same
time, comply with all the applicable state and federal regulations.
After completing an extensive national search, OSPI contracted
with Leader Services (Leader) to act as the statewide billing
agent. Subsequently, Leader developed and implemented the Washington
Medicaid Reimbursement Program.
