&lt;p&gt;In the face of the severe budget crisis faced by your  district and those across the state, and the recent King County Superior Court  decision by Judge John Erlick that the state is providing too little money to  state schools, the Governor’s budget proposal cannot be allowed to move forward.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;You can help stop these cuts.&lt;/strong&gt; Please join your colleagues from other Washington school  districts in asking the state House of Representatives to restore these funds.&lt;/p&gt;
&lt;p&gt;You can do your part by sending a simple email to your House  member with a copy to the Speaker. If  you are unable to locate the House member who represents your district from the  list below, just send your email to the Speaker. Simply put the name of your home town or  school district in the subject line. &lt;/p&gt;

DHCS directed Electronic Data Systems (EDS) to apply the following rate changes based on date of service:&lt;/p&gt;
&lt;ul&gt;
  &lt;li&gt;A 17.3% rate increase to claims processed for the 2006-2007 fiscal year, which runs from July 1, 2006-June 30, 2007.&lt;/li&gt;

&lt;p&gt;Department of Health and Human Services (HHS) Secretary Kathleen Sebelius today announced that the administration will rescind all or part of three Medicaid regulations that were previously issued and delay the enforcement of a fourth regulation.  Each of these rules, in whole or in part, had been subject to Congressional moratoria set to expire on July 1, 2009.&lt;/p&gt;
&lt;p&gt;“These regulations, if left in place would have potentially adverse consequences for Medicaid beneficiaries, some of our nation’s most vulnerable people,” said Secretary Sebelius.  “By rescinding these rules, we can expect that children will continue receiving services through their schools, beneficiaries will be able to access all available case management resources to help them better manage their health care, and outpatient hospital and clinic services can continue to be covered in the most efficient manner.”&lt;/p&gt;
&lt;p&gt;“The actions we are taking today are necessary to ensure that the states have the flexibility they need to fully serve Medicaid-eligible individuals,” said Secretary Sebelius.&lt;/p&gt;
&lt;p&gt;The Centers for Medicare &amp;amp; Medicaid Services (CMS) and HHS today are:&lt;/p&gt;
&lt;ul&gt;
  &lt;li&gt;Rescinding a final rule, published December 28, 2007, that would have eliminated reimbursement for school-based administrative costs and costs of transportation to and from schools.  The rescission reflects concern that the rule could limit the Medicaid administrative outreach activities of schools, and that the overall budgetary impact on schools could potentially impact their ability to offer Medicaid services to students.&lt;/li&gt;
  &lt;li&gt;Rescinding a rule, published November 7, 2008, that would have limited the outpatient hospital and clinic service benefit for Medicaid beneficiaries to the scope of services recognized as an outpatient hospital service under Medicare.  This rule was rescinded because CMS became aware that coverage beyond that scope could not be easily moved to other benefit categories, resulting in great impact than previously anticipated.&lt;/li&gt;
  &lt;li&gt;Rescinding provisions of an interim final rule published December 4, 2007, which would have restricted beneficiary access to case management services. These provisions appeared to, in practice, restrict beneficiary access to needed covered case management services, and limit state flexibility in determining efficient and effective delivery systems for case management services.&lt;/li&gt;
  &lt;li&gt;Delaying until June 30, 2010, the enforcement of portions of a regulation that clarified limitations on health care related tax programs so that CMS could determine whether states need additional clarification or guidance.  CMS may also further review the potential impact of the regulation, and give additional consideration to alternative approaches.&lt;/li&gt;

&lt;p&gt;Using SIF-certified software can be a huge advantage for local and state education agencies alike. As Jeff Eckhart, Leader’s senior director of software development, explains, “More of our customers are looking into the benefits of using SIF to  keep all of their student applications in synch without the need for duplicate entry. &lt;p&gt;St. Croix and St. Thomas, two school districts in the Virgin Islands, began using the system in the fall of 2008. “The system has been operating successfully and is meeting our clients’ expectations,” said Programmer/Analyst George J. Schneider, the Leader project liaison for system implementation.&lt;/p&gt;
&lt;p&gt;Using a web-based system, state education agencies and school districts conduct much of the compliance monitoring process online, which increases the efficiency of the monitoring process while saving on postal, printing, and other costs. Leader’s ACM system was customized to meet the unique needs of the Virgin Islands’ DOE.&lt;/p&gt;
&lt;p&gt;School districts use the system to respond to procedural questions and to compare their district data against state averages. They respond to student file review questionnaires, the results of which are rolled up districtwide and statewide for compliance review. The state education agency then creates corrective action plans for each district online, which the school districts review and address. This corrective action process continues until all issues are resolved. Among its other advantages, the application provides critical data required by the Annual Performance Reports (APR) and State Performance Plan (SPP); provides more effective and efficient communication with LEAs on necessary improvement areas; and eliminates the need to distribute complex client software across multiple platforms and environments.&lt;/p&gt;
&lt;p&gt;Advanced Compliance Monitoring is a hosted, Software as a Service (SaaS) solution, mitigating the need for the overhead of dedicated servers and the need for additional information technology staff for clients. Over the past four decades, LDP has evolved from a batch computer  provider of payroll and accounting services to a prominent provider of  information technology solutions for education professionals, labor unions, and  municipalities.&lt;/p&gt;
&lt;p&gt;LDP consists of three divisions: Leader  Data Processing, which provides processing and inventory services for  municipalities; its Quest Systems and Technology LLC division, which provides  custom software for labor unions that addresses labor and benefit management;  and Leader Services, which provides custom web-based software for state  departments of education and for education professionals in Pennsylvania,  Washington, California, Oklahoma, Iowa, Minnesota, and the Virgin Islands.&lt;/p&gt;
&lt;h2&gt;The Early Years&lt;/h2&gt;

Began operation on May 8, 1968 from its newly constructed site in Valmont Industrial Park  in West Hazleton, PA. Leader grew from the success of the  Leader Store, an established retail department store in downtown Hazleton that in 1963 offered payroll and accounting data  services to businesses in Northeastern Pennsylvania.  For its first several years in business, LDP serviced commercial accounts as a  batch data processing computer service bureau from its Valmont facility.&lt;/p&gt;
&lt;p&gt;LDP  serviced national and international corporations, and grew a national network  for the ILGWU (International Ladies’ Garment Workers’ Union).  In those early years, Leader began as an IBM house using IBM 360/20 card system  technology. Employees sorted hundreds of thousands of cards every week, while  the Data Entry staff keyed and verified approximately one million cards every  month. Within a short period, business grew and Leader evolved to an IBM 360/40  disk/tape system.&lt;/p&gt;
&lt;p&gt;In the  1970s and ‘80s, Leader moved to the next generation of computers,  Hewlett-Packards, to develop custom software for a variety of clients,  including some Fortune 500 companies. The company specialized in providing  these services to labor unions, programming a number of modules to address  their benefit needs, such as health and welfare funds and payroll. Some clients  remained with Leader for more than 20 years, including Iron Workers, Teamsters,  and the Union of Needletrades, Industrial and Textile Employees (UNITE!).&lt;/p&gt;
&lt;p&gt;&lt;img src="/_images/40th/pcsforsale.jpg" width="300" height="199" alt="PCs for sale" align="right" style="margin-right: 10px; margin-bottom: 10px;" /&gt;In the  1980s, Leader moved to the sales of products rather than strictly providing  services when it began selling PCs and installing client/server turnkey systems  to commercial clients (see photo). Leader’s sign out front read &lt;em&gt;Today’s  Computer Business Center (TCBC)&lt;/em&gt;. In 1991, Leader acquired a medical billing  division, named it Leader Physician Services, and began providing custom  billing services for medical practices. It was this division that was awarded a  contract from the Pennsylvania Department of Education (PDE) in 1992 to process  and submit Medicaid reimbursements on behalf of school districts across the  Commonwealth. This program became known as ACCESS and the organization to  service this and all future school-based clients fell under a new division,  Leader Services.&lt;/p&gt;
&lt;p&gt;Word  spread quickly of Leader’s proficiency in obtaining reimbursements for schools  while adhering to program regulations, and in 1993 Leader bid and was awarded  the direct services contract in Washington  state. Over the past 16 years, Leader expanded its reach to helping  participating schools in California, Iowa, Minnesota, and Oklahoma. During this  period, Leader Services began initiatives to better emphasize our renewed focus  of services versus products.&lt;/p&gt;
&lt;p&gt;In the mid  1990s, Leader evolved its custom programming services to support the Microsoft  Windows environment, a richer graphic interface that was transforming computing  throughout the decade. After a lengthy evaluation process, Leader adopted the  Progress database and programming language, using it to develop custom medical  billing applications, utility billing software, and an early version of  Children Count, the client/server tool for tracking and reporting schools’ special  education populations.&lt;/p&gt;
&lt;p&gt;In  addition to the time spent developing these applications, Leader confronted a  problem that was predicted to have ripple effects across the globe – Y2K.  Leader worked diligently for three years prior to January 1 to upgrade our  clients’ software. This included extensive testing of the software and writing  new software applications to replace applications that were not Y2K compliant.&lt;/p&gt;
&lt;p&gt;In 2001,  Leader developed its first web-based applications, including a custom  application for capturing Medi-Cal fiscal data for its CA clients and a  compliance monitoring application for Pennsylvania. More web applications  followed, including the hugely successful WebSDS application for PA  school-based Medicaid clients, and IEPWriter, used by almost 300 schools in Pennsylvania. Today,  Leader supports over 40 web sites and applications, most recently adopting  Microsoft’s .NET platform as its chosen development environment.&lt;/p&gt;
