About the School-Based ACCESS Program
The School-Based ACCESS Program began in 1992 and currently services over 500
school-districts, intermediate units, approved private schools, charter schools,
and other local education agencies across the Commonwealth.
Direct Services
The Direct Services component reimburses schools for providing
medically-necessary health-related services to Medicaid-eligible
students. Leader Services is the Pennsylvania-based vendor selected
by the Pennsylvania Department of Education to administer the program
on PDE's behalf. More information...
Administrative Claiming
The Administrative Claiming program provides federal reimbursement
for health-related outreach activities performed by LEAs for children
up to 21 years of age who either have or are potentially "at
risk" of disabilities. Eligible administrative functions are
primarily to locate, identify (assess) and refer children "at
risk" to assist families in accessing Medicaid services through
education, or public awareness, and seeking appropriate providers
to care for children. The primary benefit to children is to assist
families in identifying and accessing Medicaid, Health Care and
